My interest in private plates isn’t limited to buying and selling them, it includes their history. Little did I know that when I started out selling personalised number plates over 35 years ago that New Reg would become part of that history being the first company with an online presence!
With the new ‘74′ number plates just on the road and the ’25’ private registrations soon to be issued you may be interested as to how and why vehicle number plates are structured the way they are.
The sheer amount of vehicles on the road have led to some major alterations . So here is a quick look into the history of the number plates of Britain.
1903 – The Birth Of The Number Plate
The Motor Car Act is issued into force. Section 2 requiring every motor vehicle (including motorbikes) to be placed on an official register and to adorn an alphanumerical plate. This was in part due to an increase in vehicle accidents becoming more frequent; being able to identify vehicles became a necessity.
With the new ‘20’ number plates just around the corner you may be interested as to how and why vehicle plates are structured the way they are. There have been four major alterations to this system so far as registrations try to keep up with the sheer amount of vehicles on the road. So here is a quick look into the history of number plates of Britain.
One of the first of these new registrations issued, A 1, consisted of one letter and one number and belonged to Earl Russell, who is believed to have had his butler camp outside the registry office all night to ensure he got the plate he was after. While it would make sense that A 1 was the first number plate to be issued it is thought that Y 1 and DY 1 pre-date it.
These new plates didn’t identify the vehicle’s age but each area was allocated certain letters as their area code and the numbers on the registration plates were just issued in order so A 1 was issued in London and Y 1 and DY 1 were issued in Hastings.
Dateless number plates are now in very high demand due to how unique they are and the fact they hide the age of an older car for example and so are now sought after private plates. There are some combinations of number plates that were never used and DVLA will issue these into their private number plates auctions. 1920 – Local Councils Take Over Registrations
The Roads Act of 1920 saw the expansion of areas around the UK and different letters given to each council to issue on their vehicle plates. For example, London stuck with the letter A and up north my home town Lancashire was given B!
1950s – A Solution To The Motoring Boom
Car ownership increased dramatically between 1950 and 1970 and so as you can imagine it didn’t take long until the registration numbers were reaching their limit of combinations. This was countered simply by reversing the digits and letters, going instead from ‘ABC 123′ to ‘123 ABC’ but eventually these registration mark combinations also ran out.
The Suffix system allowed for essentially a yearly re-use of each registration mark by adding a letter at the end of every number plate that changed each year to indicate the year the vehicle was manufactured. So ABC 1A in 1963, ABC 1B in 1964, ABC 1D in 1965 and so on.
Since 1903 everything had been done manually which meant it was very time consuming, leading to an over-hall of the entire system. This new system involved some much needed updated technologies such as the use of computers which improved the speed of police checks and registration details, among other areas.
1973 – Reflective Number Plates
Prior to this date physical number plates had only seen minimal changes to their black and silver design. But with 1973 came the requirement to have reflective number plates that had to be particular colours. The front number plate was to be black writing on a white background and the rear yellow background on the back.
1974 – DVLA
The Driver & Vehicle Licensing Agency (DVLA) takes over, then know as The Department of Transport (DoT), removing vehicle registration responsibilities from local councils and working from Vehicle Registration Offices. Some number plate area codes were changed.
1983 – Prefix number plates
The Prefix system comes into play, moving the letter that indicates the year to the beginning of the registration.
There are three sections to this registration plate; the first being the yearly letter beginning with A in 1983, then a number followed by three letters. The first letter is random and provides variation to the number plates but the last two letters show where the vehicle was registered using its area code.
1989 – DVLA Personalised Registrations
DVLA (or DVLC as they were known as at the time) began selling private registration plates in December 1989 at their first ever auction. The first lot offered that day was 99 MG but the biggest private plates sale that day was 1 A which sold for a whopping £160,000!
1991 – DVLA Release A Prefix Private Number Plates for sale
When DVLA registered vehicles they withheld using numbers A1-A20 realising their desirability and so in 1990 offered these “private plates” for sale, eventually increasing the range to include other prefix registrations.
I launched New Reg to coincide with the A prefix private number plates being released and also made sure to purchase several private number plates myself.
Some became the talk of the town, for example A11 BLU which was assigned to my blue Peugeot 205 Dimma, A11 RED used by my brother on his matching red Peugeot 205 Dimma and A11 GTE which my friend and New Reg’s IT Guru / future director Jon Taylor used on his Vauxhall Astra GTE.
Within 12 months the H prefix private number plates were released and I purchased H11 STE for another of my cars!
This order and structure is used as Police evidence showed that people tend to remember letters over numbers. Plus, as we read from left to right it made sense to have the number plate local code at the beginning so that is in short how the current style registration plate works.
2020
2020 sees the introduction of green plates. These can only be displayed on electric vehicles and show a green flash on the left-hand side of the number plate similar to the regional flags that can also be used on a personalised number plate.
The Future of Number Plates
New technologies have led to massive changes since the very first motor car with in some cases a vehicle model being unrecognisable from their original version. The registrations they display as I’ve explained have also seen changes over the years. But what’s next? It’s a while off but will the current style continue as intended until 2099 and then be reversed or will a new system replace it?
Either way private number plates are here to stay!

This fellow Brit is representing his country through number plates. The ninth position on the “Most Expensive Number Plates in Britain” list was sold in 2009 and has also belonged to a Rolls Royce in the past. It is now held on retention and is an example of the great investment potential that number plates have as it has doubled in value!

Over my many years in the private number plates industry I’ve seen that private plates make the perfect gift and this one was purchased by a father for his son in 2006.

In 2010 this private plate was purchased and made its home on a Rolls Royce Phantom, it is thought to have at least doubled it’s worth since.

As with many of these top-end private number plates the ‘1 D’ reg is assigned to a top-end vehicle; a Bentley Bentayga.

This plate is believed to have been the first legal number plate assigned in Scotland, which the format reflects More recently it has been estimated closer to a value of one million pounds.

One of the most sought after private number plates, F 1 could quite easily take over those above it in this list due to how much attention it receives. This number plate is owned by Afzal Kahn a tycoon in the car-tuning industry, who purchased the registration number in 2006. Due to offers made to its owner this number’s value is believed to be in the multiples of millions – originally assigned to his Bugatti Veyron it is now on retention.

Currently adorned on an Range Rover Sport this number plate was sold in 2011, at the time making it the most expensive registration plate in the UK, it has since been listed at more than double this amount.

Bought in 2012 the ‘X 1′ number plate knocked ‘G 1‘ off its top position just a year into its reign. DVLA information shows the plate belongs to a Mercedes registered in 2008.

25 O – £518,480
John Collins is a classic car dealer who purchased this number plate in 2014 for over half a million pounds, and topped the UK’s ‘most expensive number plates’ table. It was the perfect registration to assign to his Ferrari 250 GT SWB, itself worth an impressive £10 million at the time but the number is now on retention.

Before You Begin: Assess How Your Acrylic Number Plates Are Attached
The first step is to determine how your front plate and rear plate are fixed to your vehicle. This will dictate the best method for removal. Acrylics are typically attached in one of the following ways:
Screws: Acrylics secured with screws, sometimes hidden under plastic caps.
Double-Sided Tape or Sticky Pads: Acrylics stuck on using adhesive pads or tape.
Pop Rivets: Less common, but some acrylics are fixed with rivets, although this is normally something reserved for older aluminium styles.
Understanding the fixing method will help you choose the appropriate removal technique.
Scenario 1: Removing Number Plates from a Previously Owned Vehicle
Step 1: Examine the Fixing Method
If you’re dealing with a second-hand car, chances are the number plates are already attached. Inspect your plates to see how they’re fixed:
Screws: You’ll need a suitable screwdriver.
Adhesive Pads: Removal requires a different approach.
Pop Rivets: May require drilling.
Step 2: Removal
If your number plates are screwed on:
Remove Plastic Screw Covers: These are often white, black, or yellow caps that hide the screws for a neat finish.
Unscrew the Number Plate: Use a screwdriver to loosen the screws. Turn counter-clockwise.
Support the Number Plate: As you remove the last screw, hold the number plate to prevent it from falling and damaging your car.
Check for Additional Adhesive: Sometimes, even screwed number plates have double-sided tape or sticky pads for extra adhesion.
For a number plate stuck on with double-sided sticky pads:
Try Manual Pulling: Gently place your fingers under the edge of the plate and pull firmly but evenly. This might be enough to unstick it.
Use Dental Floss or Fishing Line: If the plate is more stubborn, take some dental floss or fishing line.
Wrap it around your fingers.
Slide it behind the plate.
Use a sawing motion to cut through the sticky pads.
Alternatively, fishing line works similarly and can be more durable.
Apply Heat: If needed, use a hairdryer or heat gun to warm the adhesive.
Set it to a moderate heat.
Move it back and forth across the plate.
This will loosen the adhesive.
If your plates are attached with pop rivets:
Prepare a Drill: Use a drill bit slightly smaller than the rivet.
Drill Out the Rivet: Carefully drill into the rivet to remove it.
Proceed with Caution: Avoid enlarging the existing holes in your car.

What if the plate was never issued to a car?
Unissued Plates: Some combinations were never released by the DVLA. These could be considered offensive or in bad taste, one example being S4TAN. However, with millions of possible combinations, it could simply be that DVLA have not got around to issuing it yet. You can register with DVLA directly and request it be issued. If you’re lucky, it’ll go to a forthcoming auction, where you can bid direct. There’s no other method of having DVLA issue a previously unissued combination, as they must adhere to rules of fair play, to obtain best price for the treasury.

‘Things’ to Consider
Legal Requirements.
You cannot make a car appear newer than it actually is. For example, you can’t assign a ’25’ plate to a car registered in 2023, because this would make the 2-year old car look brand new.

So what is the world’s most expensive number plate?
Known as one of the most lavish and luxury based cities in the world, Dubai holds the number one spot for the world’s most expensive number plates after the Dubai number plate P 7 sold for a staggering AED 55 Million (£12million) at a charity auction.
However the UK market has grown dramatically over the last decade and prices could soon approach the levels seen in Dubai and Abu Dhabi. We know that Afzal Kahn the car tuning businessman and owner of F 1, has rejected £10million in the past and the number is currently being marketed at £15million!
The most expensive number plates worldwide
Expensive number plates sold at high-value auctions have become a notable trend, with individuals investing significant sums in personalised plates that reflect their unique styles.
It is tricky to rank sales that took place at different times and in different currencies, so I’ve listed according to the converted price in UK pounds using the exchange rate from the time the sale occurred.
Different countries use different number plates systems and often news reports are vague so it is difficult for anyone to generate a definitive most expensive number plate list. For example Abu Dhabi may issue the same registration number in more than one series. News reports often fail to mention this quirk and announce the sale of only the main character. The case is similar in Australia where different states may issue the same numbers on their number plates . The sale of NSW 4 was reported internationally as NSW 4, but in many Australian publications it was simply referred to as the registration number 4!
Numbers plates to watch out for
There are a couple of registration numbers that I suspect will in the future be added to the most expensive number plates list and both of these are USA number plates.
The Californian number plate MM currently has an asking price of USD 24million (approximately £19million). Two character number plates are rare in America and the description on the selling site reads, “…..this can be the most valuable plate ever sold in the world, even when adjusted for inflation (approximately $18,583,594). This plate is a trophy, the ultimate flex, and will set your car apart, no matter what you’re driving.”
Another personalised number plate I expect will make the most expensive number plates list was purchased by an anonymous family when the state of New York opened up number plate personalisations. They were quick to register NEW YORK which is the only road legal “New York” number plate (although you will see many in souvenir shops) and have been driving around New York with this perfect personalised number plate for the last 40 years! They have listed it (along with the Volvo) at $20million.

So, to answer the burning question: the new 75 plates will be assignable from September 1st, 2025, however, they will be available to secure a few weeks before this date.
How do I pre-order 75 private number plates?
In short, you can’t pre-order any private registrations ahead of their release by DVLA. Some dealers make false claims about pre-reservation, but in truth the very best way to secure the DVLA personalised registration that you want is to register with every trustworthy dealer, and in addition, try the DVLA personalised registrations website yourself on the day of release. Certainly, don’t put all your eggs in one basket where buying your 75 private plates in advance is concerned, because the more people trying to buy on your behalf, the better!

Private number plates, also known as personalised number plates, are a popular way to make your vehicle stand out. They can add a touch of individuality, can hide the age of your vehicle and can also be a great investment.
Sadly though, many owners don’t understand the requirements and processes and after 35 years in the private plates industry I can’t tell you how many times people have asked “Can I get my old private plate back?”.
The answer really depends on the circumstances. Below I answer the most common questions relating to keeping private registrations and offer guidance on your options in the hope you don’t end up having to ask how to get your own personalised number plate back in the future.
I’m about to sell or scrap my vehicle. How do I keep my private registration?
If you want to sell or scrap the car to which your private number plate is assigned to, you can usually do so. The only exception to this general rule applies to registrations that begin with either “Q” or “NIQ”.
You have two options; retain the number or transfer it to another vehicle. Both cost £80.00 and are processed by DVLA. Normally when you have retained or transferred your private registration number DVLA will replace it with the previous registration.
You MUST take your personalised number plate off before you sell or scrap your vehicle.
Eligibility for private registration plates
First things first, you need to make sure your vehicle is eligible as only DVLA registered vehicles capable of moving by means of their own power can take part in the registration transfer or retention scheme.
It should be the kind of car, van, motorcycle, moped, tricycle or heavy goods vehicle (HGV) that requires an MOT or HGV test pass certificate. It should either have current road tax, or have been subject to a Statutory Off Road Notification (SORN) for the five consecutive years immediately before taking it off the vehicle. If a SORN has existed for over five years, then the vehicle should now be taxed.
It must also be available for inspection, should the DVLA decide to do so. If this does apply, then they will contact you directly to arrange this.
If your vehicle satisfies the DVLA conditions and the number plate can be retained or transferred, the process is fairly simple. You can apply to retain private number plates online, or apply by post but a transfer application must be posted. The DVLA fee for both options is currently £80 and you will need the V5C (log book) when you apply.
I didn’t take the private plate off before I sold my vehicle.
Many people are mistaken and think it is enough just to unscrew the number plates and sadly private number plates have been lost forever this way. Once the keeper of the vehicle has been changed the new vehicle keeper has entitlement to the private registration. If you are able to contact the person you sold the vehicle to you could ask them to let you have your private plate back. A paper application would need submitting to DVLA though requesting you to be stated as the Grantee, as if the application is made online the new keeper of the vehicle will be stated and the retention document would be posted to them.
If the new owner won’t agree to this or says they will and then doesn’t co-operate then there isn’t much you can do. The private number plates is no longer yours. However, if you have a written agreement you could make a claim in a civil court.
I didn’t take the private plate off before I scrapped my vehicle.
I’m sorry but you no longer have entitlement to the private number plate, it became void when the vehicle was scrapped and no longer exists.
My car has been stolen. Have I lost my personalised number plate?
Not necessarily but you will need to apply to DVLA. You should apply to keep your registration mark as soon as your vehicle has been stolen and must apply within 2 years and 6 months of advising DVLA that your vehicle was stolen.
DVLA will only give you your number plate back if you advised the police that the vehicle was stolen and if the vehicle was taxed (or declared SORN) and had a valid MOT when it was stolen.
My V778 Retention Document or V750 Certificate of Entitlement has expired. Can I renew it?
No, unfortunately your rights to your personalised registration expire on the V778 or V750 expiry date if you don’t renew beforehand. You can apply to renew up to 28 days before the expiry date (anything earlier than this may be rejected) and more importantly DVLA will reject any applications made after the expiry date. A successful renewal application results in a new V778 or V750 being issued which will be valid for 10 years.
Note that when you buy a private number from a third party and don’t assign it to a vehicle straight away the V778 or V750 remains in their name. You will not be able to apply to DVLA for a renewal so always be sure to purchase from a recognised dvla reseller such as newreg.co.uk so that you have access to a renewal service.
I have lost my V778 Retention Document or V750 Certificate of Entitlement. What can I do?
Assuming the V778 or V750 hasn’t expired then in most cases you can apply for a new one. If your name and address was at the top left side of the lost document you can contact DVLA and ask for a new one.
If the name and address on the lost document is for the person or company you bought the number plate from then you will need them to apply to DVLA on your behalf. This is tricky if you bought from “John Smith” via eBay as they’re less likely to want to help but if you originally bought the number from a recognised DVLA reseller you should be OK as most offer a duplicate document service.

The biggest one being the invention of the internet which meant we could invite our customers to private plates purchase online! There have been the new registration number formats, whole process changes and of course with that follows changes to paperwork, including the process of buying and selling DVLA number plates.
Here I look at the three documents one of which you will have if you have your own personalised number plate and that you may need if you have private number plates to sell or wish buy a private number.
Types of Vehicle Documents
When buying or selling a private number plate, understanding the various vehicle documents involved is crucial. Here are some of the most common documents you’ll encounter:
V5C: Often referred to as the logbook, the V5C is the vehicle registration document. It contains essential information about the vehicle, such as its make, model, and registration number. This document is vital for proving the vehicle’s registered keeper.
V750: This certificate of entitlement is issued by the DVLA when you purchase a private number plate. It confirms your right to the registration mark and is necessary to complete the transfer process.
V778: Known as the retention document, the V778 is issued by the DVLA when you decide to retain a private number plate. It confirms your right to the registration number and allows you to transfer it to another vehicle in the future.
V5C UK Registration Certificate (DVLA Registered Vehicles)
The V5C contains the name and address of the registered keeper and vehicle details (commonly called the Log Book). It shows the keeper NOT the legal owner, if you need to prove ownership of the vehicle you need a receipt or invoice from when you purchased it.
Going back to changes, well there have been many over the years. Older car or motorbike owners may never have applied for a modern V5C if the vehicle is sat in a shed as a restoration project!
In 2006 DVLA had to phase out the blue version introduced in 2004 and replace it with a new version after a batch of blank documents had been stolen. They were similar in style just mainly red rather than blue.
This version has since been replaced by the current style V5C which DVLA introduced in April 2019. Although previous versions are still valid, any changes that trigger a new V5C will result in a new style V5C being sent. If therefore you submit an address change or change your private number plates then expect DVLA to send you the new version as a replacement.
Registered keepers are asked to ensure that their personal registration details are correct and that the easily identifiable characteristics such as Make, Model, Colour, VIN/Chassis and Engine Numbers on their V5C are correct. If there are any inaccuracies, the V5C must be returned to the DVLA for an amendment.
Private Number Plates
If you purchase a private plate you will need to submit your V5C to DVLA as part of the application to transfer the number to your vehicle. If you are familiar with private number plates you’ll know that you don’t have to display your private plates on a vehicle. Your personalised number plate can be held on a certificate and there are two versions.
Private registration plates issued by DVLA Personalised Registrations are effectively brand new private number plates that have never been assigned to a vehicle before and are issued on a V750 Certificate of Entitlement. A private registration mark that has been taken off a vehicle will be issued on a V778 Retention Document.
V750 Certificate of Entitlement
The V750 hasn’t changed much since I started trading in private number plates. Initially they were only valid for a year and would need renewing a year at a time. Later the option to renew for one, two or three years was introduced and eventually the entitlement period was increased to 10 years, regardless the appearance remained much the same; a mostly pink document. However in January this year (2024) the DVLA introduced a new version that is barely recognisable, as you can see, no pink at all! The biggest change is that for security the certificate reference number is now on the rear of the document.
V778 Retention Document
Much like the V750, the V778 hadn’t changed much until January 2024. The new V778 is virtually identical to the new V750. Originally a V778 was issued for a period of one year when an owner took the number off their vehicle (retained it). This period could be renewed for a further year but since 2015 new documents are issued for a period of 10 years and must be assigned to a vehicle prior to the expiry date or that period extended.
Another big change is that the new V750 and V778s don’t require a signature whereas the old versions required sections 1 and 6 to be signed by owners when they were changing their address for example or assigning their private number plates to vehicles.
